Upper Darby Tax Office

The mission of the Upper Darby Tax Office is the timely, courteous, and prompt collections of all revenue due to Upper Darby Township. This includes the billing and collections of real estate taxes, sewer charges, and trash fees. The Tax Office also administers the Township's process for business licenses, mercantile licenses, and local service tax.



In light of a recent court order, the Upper Darby local earned income tax will not be effective January 1, 2025.  A new implementation date has not yet been established.

2025 Real Estate Tax, Sewer and Trash Bill Due Dates:

Real Estate Tax
Your real estate bill has 3 distinct payment periods:
the discount period, the face value period and the penalty period.

To receive the 2% discount shown on your bill, the township must receive your payment before April 1, 2025.
To pay the non-discounted face value shown on your bill, the township must receive your payment during the period of April 1 through May 31, 2025.
A 10% penalty is applied to and due on any payment received after May 31,2025 through December 31, 2025.

Any Real Estate Tax bill that remains unpaid after December 31, 2025 is turned over to an outside collection agency, and payment is no longer available through the township.  Additional penalties and fees may apply.


Sewer and Trash Bills
Your sewer and trash bills have 2 distinct payment periods:
the face value period and the penalty period.

To pay the face value of the sewer or trash portion of your bill, the township must receive your payment by May 31, 2025.
A 10% penalty is applied to and due on any payment received after May 31,2025 through December 31, 2025.

Any Sewer or Trash bill that remains unpaid after December 31, 2025 is turned over to an outside collection agency, and payment is no longer available through the township.  Additional penalties and fees may apply.

All real estate tax, trash and sewer fee bills not paid by December 31 of the year in which they are due are considered delinquent and are turned over to a third-party collector. Delinquent taxes and fees are a lien on the subject property and may be subject to additional charges, expenses, fees, and interest.  With respect to delinquent taxes and fees, please contact:

Business Privilege & Mercantile Taxes

Upper Darby Township levies a Business Privilege and Mercantile Tax that requires all businesses to pay a license fee and a business privilege and/or mercantile tax annually. 

Upper Darby Township has contracted with e-Collect to collect these taxes. All payments must be directed to e-Collect effective immediately. You can download the appropriate forms at the e-Collect website including:

Business Privilege taxes are due April 15. Mercantile Tax is due June 15.

Business Privilege License

For a service business, you will need a Business Privilege License which must be renewed annually by January 1st. The business tax return is due annually every April 15th. Service businesses include accounting firm, law firm, dentist, etc. The Business Privilege License is $50 and should be submitted to e-Collect.  

Mercantile License

For businesses selling products and/or merchandise, you will need a mercantile license which must be renewed annually by April 1st. The mercantile tax return is due annually every June 15th. Businesses selling products include retail stores, restaurants, etc. The Mercantile License is $50 and should be submitted to e-Collect

NOTE: Businesses selling both services and products will need a Mercantile License.



Local Service Tax

Employers and Employees that earn over $12,000/year are liable for the Local Service Tax. Local Service Tax is $52.00 per person annually. This is a payroll deduction of either $2.00 bi-weekly or $1.00 per week, etc. Quarterly coupons are mailed out in February of each year. Upper Darby Township contracted with E-Collect to collect business taxes. 



Tax Certifications

Upper Darby Tax Certifications are $25.00 for Standard and $35.00 for Rush. Payment is due with the submitted request form.

  • Standard Fee ($25) Tax Certifications are completed in 5 to 7 business days and will be returned by mail or FedEx. You must provide a self-addressed stamped envelope or FedEx envelope and label. Upper Darby does not return tax certifications by any methods other than USPS or FedEx.
  • Rush Fee ($35) Tax Certification will be completed with 24 hours and will be returned by email, fax, or pick-up.
