Crandall O. Jones, Chief Administrative Officer

The Chief Administrative Officer is responsible for leading the operations of Upper Darby Township by bringing together the efforts of an experienced team of department heads and a strong team of over 400 employees. Guided by the vision of Mayor Brown, the Chief Administrative Officer is committed to providing municipal services, programs, and activities that serve residents, businesses, and visitors and create a clean, safe, and engaging Upper Darby. 

Crandall O. Jones became Chief Administrative Officer of Upper Darby Township on February 26, 2024. He is also the founder and Chief Executive Officer of ENOSHA Management Services, LLC, a management development consulting firm that facilitates organizational and individual excellence. In this capacity Jones has facilitated retreats, provided interim management, managed organizational development projects, and presented on diverse topics related to management and organizational development for both public and private sector clients. Jones also serves as Adjunct Professor at the Villanova University Department of Public Administration, where he teaches the Effective City Management course.

Mr. Jones holds a Bachelor of Science degree in Political Science and a Master of Public Administration degree, both from Georgia Southern University. He most recently served as Municipal Administrator for the Municipality of Norristown, PA for almost 11 years. He has served in both city and county manager roles in Maryland, South Carolina, and Georgia. Jones also served as a state agency head in Florida and as a national association executive director in Washington, DC.  He has presented multiple times at International City County Management Association (ICMA) national and regional conferences, as well as state conferences in Florida, Georgia, and Pennsylvania. Other professional involvement and achievements include: acquiring the designation of Credentialed Manager by ICMA; serving as a Trustee of the Pennsylvania Local Government Investment Trust (PLGIT); served as Eastern Region Vice President At-Large for the Association for Pennsylvania Municipal Management (APMM), the first  Black person to serve in the post; Past President of the Montgomery County Consortium of Communities (MCCC), the Black person to serve on the Executive Board; 2024 APMM Conference Committee Chair, the first Black person to do so, meaning that Jones is slated to become the first Black person to be the President of APMM; two-term member of the Villanova MPA Advisory Board;  member of the national IBTS Equitable Climate Resilience for US Local Governments Advisory Panel; member of the Greater Valley Forge Connected Communities Committee; Co-founder of the  Norristown Chamber of Commerce; Board Member, Elmwood Park Zoological Society; Member, SEPTA King of Prussia Rail Advisory Committee.

Jones is a contributing author to In Our Own Words: A Story Untold: From Segregation to Integration to Assimilation 1965-1985: 21 Essays by Georgia Southern University’s Black Alumni. He has presented at numerous state and national conferences, including a two-time presenter at ICMA Annual international Conferences (2020 and 2022), presentations at ICMA Annual Regional Conferences, and APMM Annual and Executive Development Conferences. Jones is also the founder of the Alpha Phi Alpha Scholarship Endowment at Georgia Southern University and a charter member of the Xi Tau Chapter of Alpha Phi Alpha Fraternity there; and co-founder, First 500 Scholarship Endowment, Georgia Southern University.

Born in Albany, Georgia, as the second of six children, Mr. Jones is married to Letha McCombs Jones, a native of Savannah, Georgia. They have three children, Shavonne, Ethan, and Noah.
